Nice list and two rounds of wireframes is probably good. You're not making progress if it's over three, no question. I haven't had as many problems with that as of late, my biggest problem is probably in getting interested/involved parties to have the time to look at documentation. I put together several pages of a functional spec doc, with requirements, screen shots of the UI proposal/choices a year + ago, but no one really had the time to read it or propose much in the way of feedback. I've been using Creately as of late (www.creately.com) to create wireframes quickly, and I really like it. The flash-based UI isn't perfect, but pretty good. It seems that 5 - 10 minutes with a picture-is-worth-a-thousand-words is working better when time is a premium. What wireframe tools are you using? Looks like hotgloo may be another good one.
